The Finnish Border Guard aims to guarantee the accessibility of its website in accordance with the Act on the Provision of Digital Services (306/2019).

This accessibility statement concerns the www.raja.fi website. The statement was prepared on 26 April 2022 (updated 5 July 2023). This statement describes the accessibility status of the website and its identified accessibility shortcomings and provides information on how you can give us feedback on the accessibility of the service.  

Accessibility status

We have assessed the accessibility of the online service using the Siteimprove tool. According to the assessment, the website does not meet all the level A and AA accessibility criteria (WCAG 2.1). The accessibility of the website is continuously improved, and this work is supported by the Finnish Border Guard's up-to-date accessibility plan.

The main shortcomings of the online service are described in this statement.

Non-accessible content (according to the WCAG 2.1 level A and AA criteria)

Text alternatives for images 

The website contains images that are missing text alternatives. These images include some icons, vector images and regular illustrative images. In other words, screen reader users do not have access to the content of the images. (WCAG 1.1.1, 1.4.5) 

Contrast

The contrast ratio between text and background colour is not always sufficient. The contrast issues apply to text content, buttons, some images and highlighting active items, for instance. (WCAG 1.4.3, 1.4.5, 1.3.1) 

Navigation with assistive technologies

The pages have links without text alternatives. The purpose of a link may remain unclear to the user before the link is clicked. (WCAG 2.4.4)

The pages have buttons without text alternatives. As a result, a visitor using assistive technology will not be able to use the buttons shown as images or icons. (WCAG 4.1.2)

CAPTCHA function in a web form

CAPTCHAs are images presenting text used to verify that the user is human, not a computer. Give a tip form does not have alternative forms of CAPTCHA. As a result, a visitor using assistive technology will not be able to use the form. (WCAG 1.1.1)

One can also notify the Finnish Border Guard's hotline with an audio, text or multimedia message. New solutions are actively sought through the technical development of the service to improve its accessibility.

Social media

The website directs to social media channels managed by the Finnish Border Guard (Facebook, X (Twitter), Instagram, LinkedIn). Not all video content has subtitles or audio description. (WCAG 1.2.2 and 1.2.3)

The translations of text alternatives (so-called alt texts) are missing in some social media images. In other words, screen reader users do not have access to the content of the images. (WCAG 1.1.1, 1.4.5)

The same social media post may contain two different languages. As a result, language recognition may be challenging when using a screen reader. (WCAG 3.1.1)

Accordion presentation

Accordion elements on two or more pages have the same id value. As a result, understanding the hierarchy of different elements on a page can be difficult for screen reader users. (WCAG 4.1.1)

The accordion presentation refers to the content of the website where, by clicking on a heading or text, more text or other content opens below it.

PDF documents

PDF documents may include images and diagrams that are missing text alternatives. (WCAG 1.1.1)

Some PDF documents do not have a programmatically determined structure, in which case a screen reader cannot identify the elements or reading order of the document.  (WCAG 1.3.1)

There may be accessibility issues in the headings, language definitions and metadata of some PDF documents. (WCAG 2.4.2)

PDF documents may have layout issues that hamper screen reader use, such as unnecessary line breaks and headings with no heading levels. (WCAG 1.3.1)

Table structures in some PDF documents have issues that hamper screen reader use: for example, table structures are used for text layout, there are no programmatically determined column headings and similar data have been divided into several tables. (WCAG 1.3.1)

There are no links to the footnotes in the text of some PDF documents and interpreting them is difficult when using a screen reader. (WCAG 1.3.1)

Content not covered by the applicable legislation

The following content or functions are not accessible because they are not covered by the applicable legislation.

The website directs to social media channels managed by the Finnish Border Guard (Facebook, Twitter, Instagram, LinkedIn) that have video content published before 23 September 2020. Such video content does not have subtitles or audio description. According to the law, video content published earlier than 23 September 2020 does not need to be made retroactively accessible or deleted.

The online service contains archived content, such as documents, statistics and research data, that is not fully accessible.

The accessibility requirements are not applied to content archived earlier than 23 September 2019. No changes are made to the archived website or its content, it is not updated and it is not required for active administrative processes.
