Smart borders – Registration of carriers and guidance on how to fulfil one’s obligations
Dear carrier representatives, we contacted you in June regarding carriers’ obligations to carry out inspections.
The introduction of the Entry/Exit System (EES) and the European Travel Information and Authorisation System (ETIAS) requires measures to be carried out by air and maritime carriers transporting passengers from third countries to the territory of the European Union or Schengen States and by carriers transporting group travel by bus across the external border. The letters we sent in June are available on our website.
The timeline is currently being reassessed.* The deployment of the systems requires the readiness of both the central system and all the Member States. The systems will be introduced at a date to be fixed by the Commission when the conditions laid down in the Regulations are met.
The European Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) has made progress in the development of interfaces between carriers and has initiated carrier registration. Carriers must register in order to obtain the necessary information and technical instructions for carrying out the surveys. Instructions for registration and a description of data sharing arrangements can be found in the appendices to this letter and on the eu-LISA website:
