Opening hours of land border crossing points between Finland and Norway and Finland and Sweden as of 15 February 2021

In accordance with the Finnish Government decision of 11 February 2021, the opening hours of border crossing points between Finland and Sweden and Finland and Norway will be limited as of 00.00 on 15 February 2021.

As of 15 February, the new opening hours for passenger traffic at the border crossing points supervised by the Lapland Border Guard District are as follows:

  • 9.00–21.00 Finnish time at the land border between Finland and Norway. 
  • 7.00–21.00 Finnish time at the border crossing points of Karesuvanto, Kolari, Muonio and Pello on the land border between Finland and Sweden. 

The Ylitornio border crossing point is open 24 hours a day, as is the Tornio border crossing point supervised by the Western Finland Coast Guard District.

For goods traffic, all border crossing points are open 24 hours a day. In accordance with the Government decision, the passenger traffic permitted at border crossing points outside of the opening hours listed above is as follows:

  • Finnish citizens or persons with a Finnish residence permit who have a work-based reason to travel across the border;
  • Foreign persons with
    • work that is important for the functioning of society and the security of supply, provided that the implementation of the work requires that the work be performed by a person or persons arriving from another country and the performance of the work cannot be delayed
    • health care and rescue service personnel (including first aid), elderly care professionals carrying out their work duties, and essential official duties of authorities
    • goods transport and logistics personnel carrying out their work duties
    • diplomats, staff of international organisations, military personnel and humanitarian aid workers carrying out their work duties
    • state representatives participating in international negotiations and persons engaged in work for international NGOs

It should be noted that the constitutional right to enter and leave Finland does not confer as such the right to travel through border crossing points outside of their opening hours. For passenger traffic, the border crossing points are only open outside of their opening hours for persons travelling for the reasons listed above.
