Finland allows entry from outside of the EU and Schengen Area with the purpose of picking up and taking abroad a pleasure boat kept in a storage facility in Finland over the winter.

Entry into Finland via a border crossing point during its opening hours with the aforementioned purpose is considered a necessary and justified reason that requires personal presence in accordance with category 2 of the restrictions on cross border traffic due to the corona virus pandemic. Restriction category 2 applies e.g. to traffic from Russia.

The restrictions on border traffic are based on government's decisions and the above information applies only to passenger traffic to Finland for the purpose of picking up a pleasure boat from winter storage. Staying in Finland is allowed for a period of no more than a few days in order to undertake measures necessary for putting the boat to sea. Staying in Finland for any other reason, such as extensive maintenance to the boat, is not allowed.

The fulfilment of entry conditions pertaining to an individual case is always verified in the border check at the border crossing point by border guard. The decision on the appropriateness of border crossing is made on a case-by-case basis by a competent border guard. Persons arriving in Finland must be prepared to substantiate the purpose of their entry with documents presented in the border check. In order to ensure a smooth border crossing, it is advised to carry documents proving the ownership of the boat or an assignment from the owner as well as details of the winter storage facility.

When leaving Finland, a pleasure boat must visit a border crossing point specified in the appropriate decree of the Government of Finland (Government Decree 901/2006). Such border crossing points are located on the Åland, Haapasaari, Hanko and Helsinki coast guard stations, the Port of Nuijamaa, and the island of Santio. Public health authorities are responsible for implementing measures related to the protection of public health from the effects of the Covid-19. Some of these measures take place at the border. Persons entering Finland are advised to inform themselves beforehand about the necessary precautions to be taken in order to comply with the public health measures. There may be regional differences with regard to the public health measures in place.

Please note that other nations may also implement restrictions to border crossing traffic due to Covid-19 pandemic. The captain and/or the owner of the pleasure boat are advised to refer to the authorities of the country in question for information about such restrictions.

The transfer of a pleasure boat from Lake Saimaa to the sea, and vice versa, via the Saimaa canal is possible between 1st and 31st May 2021. Please notice that before the transfer, the ice conditions in the area should be considered.
